SHORT TITLE
1. The Rules and Regulations may be called „Rules and Regulations of NCC Alumni Association‟.
DEFINITION
2. In these Rules and Regulations unless the context otherwise requires :-
- "Governing Council" means the Governing Council of NCCAA.
- "Executive Committee" means the Executive Committee of NCCAA.
- "President" means the President of Governing Council of NCCAA
- "Chairman" means the Chairman of Executive Committee of NCCAA.
- "Secretary" means the Secretary of NCCAA
- "Treasurer" means the Treasurer of NCCAA
REGISTERED OFFICE
3. Registered Office. The registered office of the association will be at New Delhi and its correspondence address will be HQ DG NCC, West Block 4, RK Puram, New Delhi - 110066.
AIMS AND OBJECTIVES
4. The aim and objectives of the NCC AA shall be as under :-
- An Association whose primary aim is to bring NCC alumni together for furtherance of aims of NCC and assist in Nation building.
- To foster and strengthen the affinity between the alumni of the NCC, India.
- To execute programmes in consonance with the above object and undertake such activities and through such means that promotes the object of enhancement of standards.
- To get valuable advice and assist NCC in maintaining a very high standard of training and sports.
- To maintain and update the database of registered Alumni with NCCAA.
- To utilise experience of registered Alumni for benefit and progress of enrolled NCC cadets.
- To provide guidance by registered Alumni of NCCAA to enrolled NCC cadets in their endeavor for better opportunities in future.
- To promote skill development, impart employable skills through the registered Alumni of NCCAA working in the government, reputed industries in India and abroad.
- To encourage and felicitate enrolled NCC cadets excelling in fields of academics or sports.
- To involve registered Alumni of NCCAA in the overall development of NCC and the society
MEMBERSHIP
5. There shall be the following classes of members vis-a-vis their eligibility, namely :-
- Life Members. All ex-cadets of NCC other than those expelled on disciplinary grounds, are eligible to become life members by paying membership fee. The ex-cadets will need to register themselves on Alumni form on NCC website (indiancc.nic.in) to become the members of NCCAA.
- Associate Members. All Officers (incl WTOs & WTLOs) and PI Staff posted in NCC HQs/Units, who have served for at least one year are eligible to apply for Associate Membership. All Associate NCC Officers who have served for at least five years in NCC are eligible to apply for Associate Membership. Such applications may be considered for grant of Associate Membership by the Executive Committee.
- Honorary Members. The Executive Committee may, at its discretion, confer Honorary Membership upon dignitaries and persons of excellence visiting NCC and to others who have assisted NCCAA or the NCC in a manner deserving such a recognition.
- Membership Fees. A onetime fees of Rs 100/- (Rs One Hundred Only) will be charged for obtaining membership in NCCAA. The fee may be paid by online / offline mode. A membership card containing membership number will be provided once the membership is approved.
- Rights of Members. Members are eligible to attend functions and participate in various activities organised by NCCAA as per sole discretion of the NCCAA in this regard.
- Felicitation of Alumni. Any alumni who has performed exceptionally well at National or International level in any field bringing name to the National Cadet Corps, or such other alumni who has distinguished himself/herself in a significant manner, as decided by Executive Committee, will be felicitated by the NCCAA. The short listing of name of alumni to be felicitated will be the domain of NCCAA Executive Committee.
- Cessation of Members. A member shall cease/ stand disqualified to be a member :-
- If a member, in the opinion of the Executive Committee, is found acting in a manner that brings disrepute to or is prejudicial to the interests of NCCAA/NCC. Such cases will be duly analyzed looking at facts & figures and the decision of Executive Committee will be communicated in writing and binding on the member.
- By giving notice in writing of his intention to resign to the Secretary and acceptance by the Executive committee.
- Restoration of Membership. A member whose name has been removed from the list of members may on appeal have his name restored to the list, if the Executive Committee is of the opinion that for good and sufficient reasons his name ought to be restored thereto. The reasons for restoration to be recorded in writing through the minutes of the conference in which the decision was taken.
- Database of the Members. A database shall be maintained indicating details of alumni including their addresses, occupations etc. and a full list shall be made available on the website as per consent given by registered member.
GOVERNING BODY
12. NCCAA Governing Council. The task of policy decisions shall be vested in the Governing Council which shall be empowered to take policy decisions and frame rules and act as an oversight body on the Executive Committee. The Governing Council shall comprises of the following members :-

13. NCCAA Executive Committee. The management of business of NCCAA shall be vested in Executive Committee and shall be empowered to regulate financial limits, fees and charges etc with the ratification of Governing Council and take decisions on day to day functioning of NCC AA. 14. NCCAA may hire staff for its requirement duly following the selection as laid down in the SoP which will be approved by the Executive Committee and updated from time to time. The payment of such staff will be from NCCAA funds.
15. NCCAA State Directorate Chapter Working Committee. Each of the State Directorate of NCC will have its respective Chapter and shall be called as “NCC Alumni Association – (Name of State Directorate) Chapter” for example “NCC Alumni Association – Andhra Pradesh and Telangana Directorate Chapter”. Each State Directorate Chapter will have a working committee for routine functioning and shall comprise of the following members:-

16. Nomination of Alumni in the Governing Council, Executive Committee and State Directorate Working Committee will be done through a SoP created for this process duly approved by the Governing Council taking into account their achievements/contribution to the society and nation during both NCC period and post NCC period. There will be analogy in selection process of Alumni at both Central and State level. They will be nominated after due ratification by the Governing Council/Executive Committee.
17. The life members of NCCAA, who are eligible to be nominated in NCCAA Governing Council/ Executive Committee/ State Working Committee, may be invited to join the Governing Council/Executive Committee/State Working Committee, as co-opted members for a duration of two years, for assisting in furthering the aims and objects of NCCAA. Guidelines for selecting such members will be as under:-
- The nominated member should be an Indian citizen less than 58 yrs of age.
- The nominated member should be a life member of NCC Alumni Association.
- Minimum one of the nominated members may preferably be a lady.
- The nominated member should be amongst persons who have special knowledge or practical experience in respect of such matters as Armed Forces, CAPFs, Government Service, Science & Technology, Sports, Fine Arts, Social Service, Industries and Services sector.
- The term of nominated members will be two years non extendable.
- The names of persons to be invited to become nominated members, will be recommended (including reserves),by the Executive Committee after receiving their consent and thereafter put up for approval to the Governing Council. Once an individual gives his/her consent, he/she will be formally invited to join the Governing Council/ Executive Committee/ State Working Committee
18. Meeting / Decisions and Quorum. The Governing Council shall meet as often as possible but at least once every year. Secretary shall also by a requisition, by not less than half the strength to include one member from Ser (a) to (d) and one alumni of the Governing Council, convene meetings of the Governing Council as and when desired. Notice with agenda for consideration of all such meetings should be duly issued at least fourteen days in advance. Emergent meetings may be convened at short notice.
19. Terms of the Governing Council and Executive Committee. The terms of the Governing Council and Executive Committee shall be of permanent nature. However, a person relinquishing his appointment will cease to be member of Governing Council and Executive Committee Similarly the new incumbents of these appointments will automatically become the member of the Governing Council and Executive Committee. However tenure of life members who will be invited to join Governing Council/Executive Committee/State Working Committee as co-opted members will be restricted to a max duration of two years.
20. Resignation of Members. A member of the Governing Council/Executive Committee/State Working Committee shall deem to have resigned if he fails to attend three consecutive meetings without prior notice of absence thereof, and / or intimates in writing of his intention to resign upon acceptance by the Governing Council/Executive Committee/ State Working Committee.
21. Powers of President. The President shall be the Head of NCCAA and shall preside over all meetings pertaining to policy decisions and framing rules of NCCAA. He shall have the power to give directions in writing with respect to the functioning of NCCAA.
22. Powers and Duties of the Chairman. The Chairman shall be the head of Executive Committee of NCCAA and shall preside over all meetings of the Executive Committee of NCCAA. He shall oversee all operations & functions of the Association and perform all the duties commonly incident to the Office of the Chairman including such other duties as the Governing Council shall assign. He shall have the power to give directions in writing to the Secretary and/or Treasurer of Executive Committee regarding the day to day functioning of NCCAA.
23. Powers and Duties of the Secretary. Secretary shall be responsible on behalf of the Executive Committee for :-
- Maintaining an up to date list of NCCAA members.
- Arranging all meetings and programmes as approved, and coordinate annual events.
- Recording the minutes of all meetings and duly circulating the same.
- Dealing with all correspondence and maintaining all records and files of NCCAA.
24. Powers and Duties of the Treasurer. Treasurer shall be responsible on behalf of the Executive Committee for :-
- Maintaining accounts of all the Income and Expenditure of NCCAA.
- Maintaining all books, files and records with regard to the above.
- Making payments under appropriate authority.
- Collecting money on behalf of NCCAA for the programmed event and issue receipts thereof.
- Ensuring that all expenditures incurred are in accordance with the aims and objects of the NCCAA and are in accordance with the procedures contained in these articles.
- Providing all necessary information to the Auditors.
- Put up fund status to the Governing Council annually.
FINANCES
25. The corpus will be generated from the internal accruals of NCCAA. However, in future, if decision is taken to fund NCCAA through budgetary allocations, provisions of the Ministry of Finance (Department of Expenditure) O.M. No. 8 (4) E-Coord/84 dated 15.10.1984 or any future amendment from time to time will be made applicable to NCCAA. Also, provisions under Rule 229 (viii) of GFR 2017 and any instructions thereof will be suitably incorporated in the SoP.
26. Sources of Income.The source of funds of NCCAA include, but are not limited to as follows:-
- Membership fees from members of NCCAA.
- Grants, donation etc, received by NCCAA from registered members.
- Fees for attending Annual Event cum Reunion and other functions.
- Income from investments
- In a manner permitted by Law and approved by Governing Council.
27. Principle of Fund Management. Funds for NCCAA will be received only at the NCCAA Head Office at Delhi. A separate account will be opened accordingly and duly audited from time to time.
28. Limits of Incurring Expenditure. All expenses incurred out of NCCAA funds shall be strictly in accordance with the annual budget duly approved by the Governing Council for the furtherance of the aims and objective of NCCAA. Any unforeseen expenditure considered expedient, but not budgeted, shall be subjected to the following financial limits:-
- Treasurer may incur contingent expenses up to Rs 2500/- per transaction subject to an annual limit of Rs 50,000/-.
- Secretary may incur contingent expenses up to Rs 5000/- per trasanction subject to an annual limit of Rs. 1,00,000/-.
- The Executive Committee may approve expenditure up to Rs 5,00,000/- per transaction subject to an annual limit of Rs 50,00,000/-.
- Any upward/downward revision in the above mentioned financial limits of Working Committee of State Directorate and Executive Committee will be made with the approval of the Governing Council.
- All expenses for cultural and other functions shall be as far as possible paid out of contributions from the participants and or revenue raised specially for the occasion.
29. Scope of Activities. The projects which can be undertaken through NCCAA for any activity approved/ratified by Governing Council in furtherance of its goals and objectives will inter alia include :-
- To promote and provide support to NCC cadets in sports and adventure activities, training activities, preparation of Competitive examinations, Skill development etc.
- To promote and support Social Service and Community Development activities like Water conservation schemes, Afforestation activities, Creation of environmental parks, Use of renewable sources of energy, Rain water harvesting projects, Cleanliness and sanitation drives etc.
- To encourage and support Women Empowerment schemes.
- Felicitation of a Distinguished Alumni.
- Any other work, with the approval/ratification of the Governing Council.
30. Modalities of Execution of Projects.
- Financial Powers.
- A project with expenditure up to Rs 5 Lakh will be approved by Executive Committee.
- A project with expenditure above Rs 5 Lakh will be recommended by Executive Committee and will be forwarded to Governing Council for approval.
- Procedure for Execution of Projects
- The procedure adopted for execution of projects will be based on guidelines as given in General Financial Rules (GFR 2017) and amendments thereof
- A project limited to purchase of equipment / items, both expendable and non-expendable, will be undertaken through GeM portal or Central Public Procurement Portal.
- A project, the execution of which involves complete solution including hiring of manpower , purchase of assets etc will be based on open tender and selection will be Quality and Cost Based Selection (QCBS).
31. Disposal of Income. The income and property of the NCCAA shall be applied solely towards the promotion of the objects set forth in the Memorandum of Association/ Rules and Regulations of the NCCAA, and no part thereof shall be paid or transferred directly or indirectly to the member of NCCAA.
BOOK OF ACCOUNTS, AUDIT AND FINANCIAL YEAR
32. Book of Account. The Executive Committee shall make such arrangements as necessary for the proper keeping of books and accounts of NCCAA. Accounts shall be kept of all sums of money received and expended by NCCAA, and of the assets, credits and liabilities of NCCAA.
33. Financial Year. The financial year of NCCAA shall be from first day of April until the last day of March following.
34. Operation of Bank Account. The account of NCCAA will be opened in a Nationalised Bank, operated jointly by the Secretary and Treasurer.
35. Accounting of NCCAA Funds
- The NCCAA funds will be utilised for projects as mentioned in Para 29 of the Rules and Regulations.
- A certificate will be furnished by the project executing agency and NCCAA Executive Committee that the project has been completed with the funds provided by NCCAA and no other agency.
- No amount will be transferred from NCCAA fund to any other fund (Public or Regimental),as loan or permanent transfer.
36. Audit of Accounts
- Audit Committee. Internal audit of accounts shall be carried out by an Audit Committee with representative of MoD (Fin) as Chairman and consisting of two or more life members, once every six months, under arrangements made by the Secretary. The nomination of life members carrying out internal audit will be approved by Executive Committee. The life members carrying out internal audit, will not be repeated in a period of five years.
- Once every year the accounts of NCCAA shall be examined and the correctness of the Income and Expenditure account and Balance Sheet ascertained by an Auditor or Auditors duly appointed by the Executive Committee for the purpose.
- Following criteria should be considered while selecting the auditor / audit firm :-
- The firm/auditor should be empanelled with the C&AG in the panel of audit firms eligible for major audits.
- The firm should be Independent of the NCCAA.
- A certificate upfront to be given by the firm specifying that no partner of the audit firm or any person directly/indirectly is related to any member of Governing Council/Executive Committee/ State Working Committee. Relative would mean husband, wife, brother, or sister or any lineal ascendant or descendant.
- The accounts of NCC AA along with the report of the auditors on approval of Governing Council shall be regularly published in the DGNCC Website in Alumni Column for the information of life members.
DISSOLUTION
37. If the association needs to be dissolved, it shall be dissolved as per the provisions laid down under sections 13 and 14 of the Societies Registration Act of 1860 as applicable to Delhi.
AMENDMENTS
38. Powers for making amendments in the aim and objectives of the association and Rules and Regulations of the association will be with that of the Governing Council and interpretation pertaining to rules of the association given by the Governing Council will be final and binding on all stake holders.
EVENTS
39. Events such as Reunion, Seminar, etc will be organised at both National and State level as per yearly calendar approved by the Governing Council which will be published on DG NCC website. These may be attended by registered members of NCCAA on payment of prescribed fees. The attendance to the event will be voluntary. The arrangement of accommodation and transport will have to be done by members/attendees themselves unless otherwise specified.
REGISTRATION
40. The NCC Alumni Association will be registered as per „The Societies Registration Act 1860‟.
41. Notwithstanding the provisions contained in the aforesaid articles, all the provisions under all the sections of the Societies Registration Act, 1860 (Act 21 of 1860) as applicable to the State of Delhi shall apply to NCC Alumni Association.
ARBITRATION
42. Any dispute arising shall be restricted within the jurisdiction of NCT of Delhi. Competent Courts in New Delhi will have non-exclusive jurisdiction to settle any dispute which may arise out of, under or in connection with the terms and conditions.
CERTIFICATION
